I'd like to know where the save files are stored for Xbox Game Pass files on Windows. I've tried searching for the 'Saved Games' folder in Documents, also checked the 'My games' folder and any other subfolders, alas to no avail. I did find some other folders/files under local\appdata\packages, but not the save files.

The only way to get that data back is to message forza guys with your gamertag/etc and get it back. It may have also been that your save data was located in the Documents folder inside forza horizon 4. Check your recycling bin for it possibly being in there or a restore point.
The PC game save file is located in C:LocalPackages and the Xbox game save file is located in SystemAppData. The save file you need to find is over 1 kb in size.
